The Chamber provides employers with cost effective and time efficient solutions to their workforce needs. These solutions assist with retention, recruitment, or enhancement of one of a company’s most important assets – their employees.  The Chamber provides several tactical programs and products to meet employers’ needs.  In addition, the Chamber acts as the business community’s advocate in the shaping and implementation of the region’s strategic workforce initiatives.

Pre-Employment Recruitment, Testing, and Screening Services: The Ohio Department of Job and Family Services can provide a variety of skills testing and employee recruitment services at its county branch offices. These services are typically available to companies at no cost, and the company still maintains control over the final employee screening and hiring processes. Cost savings to employers can be up to $1,000 per employee hired.

Ohio Investment in Training Program (OITP): This program is primarily for industrial and eligible administrative or office operations that are creating or retaining jobs. The program can assist with up to 50 percent (and up to 75 percent in eligible areas) of training costs, including new or incumbent worker training, management techniques, instructor fees, “train-the-trainer,” and other related training needs.  Under this program, the state may also be able help assist with travel costs for sending employees to an out-of-state or overseas facility for training.

Bureau of Worker’s Compensation Premium Discounts: Through a variety of employer-led safety initiatives, companies in Ohio can further reduce their annual worker’s compensation premiums.  Local discount programs include the Drug-Free Workplace and the Miami Valley Safety Council.

Ohio Workforce Guarantee Program: The goal of the program is to provide 100% reimbursable training grants to employees in targeted industry sectors that are creating at least 20 job positions with qualified entry-level and incumbent workers.   This is a $3.5 million program that provides training grants up to $750,000 to companies that are relocating to Ohio or expanding operations within the state.  Under the program, funds are made available to companies to train incumbent workers, avert layoffs through business assistance, and collaborate with public education and training institutions statewide to offer credit and certification training for workers.  Targeted industries include:

 

Ohio Third Frontier Internship Program (3FIP): Businesses which provide internships in the areas of advanced manufacturing, advanced materials, power and propulsion, instruments controls and electronics, bioscience and information technology may benefit from this program. The state will reimburse up to 50% or no more than $3,000 per year for wages paid to eligible and enrolled students. Students enrolled at least as a college sophomore level or beyond and who are attending a two- or four-year college or university majoring in math, science or engineering may be eligible for program participation. For your convenience, a Web site has been designed to allow businesses and students to enroll on line.

Incumbent Worker Training Program: Is designed to assist Ohio businesses to remain competitive and increase investment in incumbent worker training.  Under the program, grant awards may not exceed $1000 per employee training and are capped at $200,000 per employer.  Grants are dispersed on a reimbursement basis for the cost of direct training.  Eligible activities include training for incumbent workers that upgrade their skills and knowledge above and beyond what is required for entry level employment.

Targeted Industries Training Grant Program: This is a training reimbursement program.  Under the program, grant awards may not exceed $50,000 per application.  An eligible company and its service provider may receive a maximum of $100,000 in program funds assistance during a 2 year period.  The grant program will support up to 75% of the total documented costs of training and related service for companies with less than 100 employees.  For companies with 100 or more employees, the grant will cover up to 50% of the training costs.  Grant monies will be used for training consultant’s vendor training curriculum, development, assessment services, supplies and materials, and travel expenses.  Types of training covered include management, supervisory, safety, technical, computer and others.

SkillsMAX: Provides organizations with the solid information needed to make better hiring, placement and promotion decisions. With SkillsMAX human capital development services, employers get results: lower absences, lower turnover and recruitment costs. They achieve greater productivity and customer satisfaction.

 

Training Tax Credit: Provides tax credits for employers that train existing employees who are at risk of losing their jobs primarily due to skill deficiencies. These non-refundable tax credits help businesses offset costs of training incumbent workers and improving the business' competitive position.  There is $20 million in credits available annually with no single business receiving more than $100,000 per year.

Career Advancement Accounts: CAA’s empower workers to access the education and skills training they need to take advantage of new career opportunities in high growth sectors of America's 21st century economy.  Individual workers will be eligible for accounts worth $3,000, renewable for one year, for a total of $6,000. Between 2,500 and 4,000 automotive workers could potentially take advantage of CAAs.  States will be eligible for grants of $1.5 million from the U.S. Department of Labor, provided they come up with $1.5 million in matching funds.

On the Job Training (OJT): The OJT skill development program focuses on increasing and improving the job skills of unemployed, under-employed, and economically disadvantaged. The OJT participant is hired at the beginning of training by the employer, normally in an entry level employment position. The employer agrees to provide the OJT participant with the necessary information and skills training required for a person to become competent in the performance of a specific job or group of jobs.  Participants in the OJT program will benefit by:
